Todd R. Wagner was born on August 2, 1960, in Gary, Indiana. He completed his schooling at Merrillville High School. Following that, he went on to join Indiana University where he was a member of the Kappa Sigma Fraternity Beta Theta Chapter. In 1983, Wagner earned his bachelor’s degree and then received his law degree from the University of Virginia.
